TIMELY WARNINGS

In the event of situations deemed by the campus administration as an ongoing or continuing threat or in the case of menacing crimes, a campus-wide timely warning alert will be given. This alert will be issued through campus gatherings, through the College e-mail system to all students, staff & faculty, through our on-line Populi network (newhope.populiweb.com/index), and through TextMarks, our official text messaging alert system (Please contact the NHCC Information Technology Department to be registered for this alert system.) Non-emergency safety concerns will be posted on campus bulletin boards.

POLICY FOR REPORTING THE ANNUAL DISCLOSURE OF CRIME STATISTICS

The Campus Safety Department compiles and prepares this report in compliance with the Jeanne Clery Disclosure of Campus Security Police and Crime Statistics Act. Campus crime, local and various campus infractions reported to, arrest and referral statistics reported to the Eugene Police Department, designated campus officials (including but not limited to the president, dean, directors, department heads, athletic coaches, faculty, advisors, campus monitors & Ignite leaders). A procedure is in place through NHCC Campus Security to anonymously gather crime statistics disclosed during confidential counseling sessions.

The statistical information regarding campus crime is made available to our college community through e-mail notifications. It is also posted on the Bryan Hall bulletin board. All prospective employees and/or students can request a copy of this information from our Student Life Office.

TO REPORT A CRIME:

Any on-campus criminal activity should be reported to the Campus Safety Office (541-485-1780). In the case of an emergency situation, call 911 and inform Campus Safety. Incident Report forms are available at the Receptionist desk or at the Student Life Office. The form must be filled out and filed with Campus Safety as soon as possible. NHCC encourages all college community members, students, faculty & staff to promptly report any criminal activity to both the proper local authorities, as well as with the College in order to insure a timely response and warning notices.

ACCESS & CAMPUS SECURITY POLICY

The College Administration requests the cooperation of all members of the college community to assist in insuring safety on campus by adhering to campus visitation hours for all visitors. Regular monitoring checks will be conducted throughout the evening hours. No students should be in any building after curfew other than their dorms unless authorized by a member of the faculty or staff. Passes may be obtained from any group advisor who furnishes sufficient reasons for after-hours use of the building. In general, all visitors not using campus housing must leave campus in accordance with dormitory security hours. All non-dorm residents are to be out of the building and dorm areas by curfew every night. Non-dorm residents attending late night functions must remain in the vicinity of the event being held.

POLICY REGARDING COUNSELORS & CONFIDENTIAL REPORTING

New Hope Christian College encourages students in need of support to speak with any faculty and staff on campus with whom they feel comfortable, understanding that faculty and staff are not exempt from disclosing information. For students seeking confidential and biblical counseling, NHCC does offer pastoral counseling on-campus and will refer students to off-campus professional, licensed counselors in the Eugene/Springfield area when needed.

SECURITY AWARENESS

General information regarding campus security can be read in the Student Handbook. In the event of a campus-wide safety alert or emergency, students will be notified through the college e-mail system, through Chapel/Summons announcements, through the on-line college Populi network (https://newhope.populiweb.com/index.php), and campus bulletin boards, and through TextMarks, our official text messaging alert system. NHCC does not have any formal crime prevention programs in place, but does expect all students to pursue godliness and abide by the principles given by our Lord as recorded in Scripture by living in love towards one another and respecting all other individuals.

POLICY ON ALCOHOLIC BEVERAGES & ILLEGAL DRUGS

New Hope Christian College has a no alcohol and drug policy on campus. NHCC expects students to refrain from conduct and practices offensive to Christian conscience and to the development of consistent Christian character. Loss of privileges, specified disciplinary requirements, or separation from the College may be imposed on any student whose conduct on or off campus adversely affects the NHCC community or violates its standards. A complete list of these standards can be seen in the Student Handbook or can be acquired from the Student Life Office. In regard to alcoholic beverages, NHCC retains the right to suspend or dismiss any student who possesses or consumes alcohol on campus. Federal law states that it is illegal to sell, furnish, or provide alcohol to a person under the age of 21. NHCC will not tolerate such behavior. NHCC also retains the right to suspend or dismiss any student who uses, sells, or possesses illegal drugs or tobacco. The use, sale, or possession of controlled substances is illegal and NHCC will enforce necessary actions in compliance with Oregon law.

SEXUAL ASSAULT PREVENTION, REPORTING, & RESPONSE

New Hope Christian College is an institution that upholds distinctive biblical standards for living. It is clear in Scripture that God calls His people to live in love and to protect and respect those around them. Physical or verbal abuse, intimidation, harassment of another person or group of persons as well as sexual immorality violate NHCC standards and any such action is seen as misconduct subject to College discipline that may result in an individual's suspension or dismissal from the College. Sexual assault on another individual is not only against NHCC standards, but is illegal and subject to imprisonment by State law.

If you are the victim of a sexual assault at this institution, get to a safe location and then go to a medical center for necessary treatment. The College encourages you to report the incident in a timely manner, as it is critical for evidence collection and preservation. Reporting an assault to the Campus Safety will also help ensure that information necessary for the prosecution of guilty parties is given to proper authorities. Timely reporting also helps to ensure the safety of others on campus. Campus Safety will work with Student Life and will respect and maintain confidentiality while assisting you in the proper steps such as receiving medical treatment, filing a police report, altering academic and living situations, and receiving on-campus or off-campus counseling and care if desired. SEX OFFENDER REGISTRATION

NHCC participates in the Oregon Notification Program according to the Federal Campus Sex Crimes Act adopted in 2005. The highest risk predatory sex offender registry can be found at sexoffenders.oregon.gov. There is also a phone number you may call for the registry: 503-378-3720.

MISSING STUDENT NOTIFICATION

For all students residing on-campus, a maximum of 24 hours will be allowed before that student is regarded as missing. Students may be reported as missing in less than 24 hours if circumstances warrant a faster implementation of these procedures. If a student is discovered to be missing, a report should be given to an Ignite Team Director or directly to the Campus Safety Department. Every on-campus student has the option to name a confidential contact who will be notified in case the student is determined to be missing. Student information will be recorded confidentially, accessible only to authorized College officials and disclosed only to law enforcement in furthering a missing person investigation. In all instances, the local law enforcement, the Eugene Police Department, will be notified that the student is missing. If the student is under the age of 18 and is not emancipated, their parents or guardians will be notified that the student is missing even if the student did not register their parents or guardians as a confidential contact. It is very important to notify Campus Safety, the Student Life Department or local law enforcement as soon as possible regarding concern over a probable missing student. Upon the determination that a student has been missing for 24 hours, the College will contact local law enforcement and the President's Cabinet will convene with Campus Safety to discuss further actions, if any, that must be taken.

EMERGENCY RESPONSE AND EVACUATION PROCEDURES

In the event of an emergency, dangerous situation or natural disaster, NHCC will implement emergency response procedures and will notify all students and staff upon the confirmation that such a situation or immediate threat exists. Emergency evacuation plans are posted in every building on campus and NHCC's Ignite Team Directors and leaders have been instructed on proper response procedures. The NHCC President's Cabinet and Campus Safety, upon receiving threat or emergency warnings, will use proper judgment to determine the content and threat level of emergency notifications and if necessary will initiate the campus-wide notification system previously described under NHCC's Security Awareness policy. The President's Cabinet will be responsible for emergency response and threat level assessment. In order to determine an impending threat level, all available President's Cabinet members will be assembled with the Campus Safety Director. If fewer than three Cabinet members are available, a capable faculty or staff member will be called upon in order to ensure that all final decisions will have been determined by more than two individuals. New Hope Christian College will conduct yearly fire safety and emergency response tests to ensure procedural effectiveness and will annually publicize documented descriptions off all such tests including information regarding date, time, whether the test was announced or unannounced, and the efficacy of these tests.
